objective and task
For the city of Karlsruhe, an integrated urban development concept with theZeitHorizon 2040 (ISEK 2040) are developed with the participation of all relevant stakeholders. It is explicitly about a re -establishment, not about continuing the ISEK 2020 decided by the municipal council in 2012. The ISEK 2040 to be developed should all relevant fields of actioncover urban development. Since the city of Karlsruhe is working on the update of its spatial mission statement in parallel, close coordination of both processes is necessary. The focus of the ISEK 2040 should not be on spatial forms, but on the basic strategic orientation in allRelevant subject areas of urban development are
Overall, the performance to be provided consists of six tasks:
• Package of tasks 1: Fine concept of a participation process with an upstream actor analysis (09/2025),
• Task package 2: Participation events and public relations(09/2025-08/2027),
• Task package 3: IST-analysis and future image (05/2026),
• Package 4: Differentiation of the future image (04/2026-09/2026),
• Task package 5: Identification of "ISEK projects" and implementation program (10/2026 - 04/2027),
