1) The GKP "Semey Vodokanal" has received financing from the European Bank for Reconstruction and Development (the "Bank") in the form of a loan toward the cost of Semey Water Project. The GKP "Semey Vodokanal" (the "Client"), intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this invitation to submit requests for proposals is issued..
2) The client now invites Requests for Proposals ("RfPs") to provide the consulting services described in this notice and (hereinafter called the "Services");.
3) An evaluation will be performed under QCBS procedures in accordance with the policies of the European Bank for Reconstruction and Development detailed in the EBRD Procurement Policies and Rules ("PP&R") and the guidelines for clients managing donor or loan funded consultancy assignments ("Guidelines") which can be found at the following website: http://www.ebrd.com/news/publications/policies/procurement-policiesand-rules.html.

5) Project description:.
The client has requested the European Bank for Reconstruction and Development (the "EBRD" or the "Bank") to provide funding to finance Semey Water Project (the "Project")..
6) Assignment description:.
The expected outcome of the assignment is to develop digital maps and hydraulic model of the water supply system in the City of Semey, recommend best options to rehabilitate the network and enhance the performance of pumping stations as well as measures on pressure control and water supply zoning. Please see attached the TOR for assignment details..
The selected consultant is expected to provide the following services: Installation of Hydraulic Modelling, Implementation of Water Networks Efficiency and Development Planning and GIS..
7) Assignment start date and duration: The Assignment is expected to start in Q2 of 2019 and has an estimated overall duration of 12 months;.
8) Cost estimate for the assignment: 275 000 EUR — (exclusive of VAT);.
9) Eligibility: there are no eligibility restrictions based on the consultant's country of origin..

10) Consultant profile: corporate services are required. The consultant will be a firm or a group of firms with preferably previous project experience related to:.
undertaking digital mapping and hydraulic water supply system modelling in the water sector in Kazakhstan and/ or the Central Asia for projects of similar size and complexity..
The consultant shall provide adequate staff in terms of expertise and time allocation, as well as needed equipment in order to complete the activities required under the scope of work and to finally achieve the objectives of the project in terms of time, costs and quality. All key personnel shall be fully computer literate, regarding word processing, spreadsheet, etc. preferably the key personnel shall be fluent in Russian, knowledge of English language at least of the project manager will be considered as an asset. If the consultant's project manager and the other key personnel are not fluent either in Russian or English the Consultant shall ensure that sufficient number of competent interpreters will be available during all working hours..
The consultant's expert team is expected to include key experts as follows:.
(a) key expert No 1 (project manager; 40 %) with minimum:.
— General qualifications (20 %):.
(i) minimum BSc degree in water supply and wastewater management or similar.
— specific experience (80 %):.
(i) experience in CIS countries (present, previous and associated member states) as well as in Estonia, Latvia, Lithuania;.
(ii) minimum 7 years general experience related to analysis of water supply/ wastewater systems;.
(iii) minimum 3 years of specific experience as project manager or team leader for similar projects..
Note: in absence of minimum BSc, minimum doubled years of experiences are required.
(b) key expert No 2 (GIS Expert; 30 %) with minimum:.
— general qualifications (20 %):.
(i) minimum BSc degree in information technologies;.
— specific experience (80 %):.
(i) experience in CIS countries (present, previous and associated member states) as well as in Estonia, Latvia, Lithuania;.
(ii) minimum 5 years general experience in development of digital maps, geographic data management systems;.
(iii) minimum 2 years experience in similar projects..
