- Concession spent in application of articles R. 300-4 to R. 300-9 of the town planning code and the provisions of the third part of the public procurement code
The procedure of passing used is the common law procedure called "restricted formalized".
It is broken down into several phasesAs follows:
1. The selection phase of applications;
2. The selection by the conceding authority of 5 candidates maximum admitted to submit an offer. An invitation to submit an offer will be sent to the candidates selected;
3. The tenderers will submit their initial offer.
A negotiation phasewill eventually be engaged with several candidates.
4. At the end of this phase, candidates will be able to submit a final offer. Note that the conceding authority takes care of the possibility of awarding the development concession without negotiating with the candidates.
5. The allocation ofThe development concession to the candidate having presented the best offer to the look of the overall economic advantage for the conceding authority
